I've set a cross-compilation environment for building Win32 port of
Silky. I use MinGW in (Fedora Core) Linux.

So yes, it's doable.

I also use InnoSetup to create a nice Windows executable setup package
for Silky. Currently I run InnoSetup inside Wine. Does someone know
similar install creator for Linux (or OS-independent one)?

ps. In case Aldrey wants to know how to compile GTK+ applications in
Windows, he should get GTK+ Development Environment from
