Since GTK pretty much relies on Pango as its text rendering engine, I
suppose you could just ask them to make it Pango-compatible.
Pango is cross-platform so it should be portable between Win32 and Linux.

Incidentally, I believe Sinhala support is already in Pango or is in the
process of finding its way in.
