aehm sorry, it wasn't meant that you should use gnome. popt is an gnome independant library which is meant to parse stuff the way you like.
Did you ever create a gtk(2) app which handles the default args which are usefull to an X application and would like to share your code?
sorry, until now i only dealt with gnome programming thus i never had the need to write a manual parser for args. but i dealt with parsing stuff in non gui apps some years back when i maintained palmpower stuff. maybe this file here help you.
