Thank you very much for your answer. Unfortunately all these
sites are about learning programming and programming resources, 
that is not what I am looking for...

of course, but if you actually try searching google for, 
say, -programming style mailing lists-, you get 78 pages 
with 10 references each, about messages involving 
programming style, many from very different mailing lists,
but not a single mailling list/forum specifically to discuss 
this subject (admitedly I checked only the first 10 pages).

discussing programming style and software engineering
techniques has nothing to do with learning basic or advanced 
programming skils, they are essentially unrelated things.
