if an adjustment object is packed into the scrolled window. I have
packed my widgets into it using the
'gtk_scrolled_window_add_with_viewport' function, if that helps.

is parent of sliders / scrollbars etc.. and uses a GtkAdjustment
to keep track of its position and positioning rules.
gtk_adjustment_set_value would probably
work (I guess it queue's a signal and its treated
by the GtkRange)
but I would use gtk_range_set_adjustment just because
it seems to be the method provided for that.
Q2:
I guess a GtkRange or its child GtkVScale / GtkHScale
it prbably packed inside the scrolled window
