What this says is that your code doesn't need to be GPL
to use this code: if someone wants "to provide support 
for the GNU gettext functionality" he can use this code.

This just means that this code has a copyright owner,
so people can only do what is in the license, in this 
case the GPL license. Every GPL code is *not* freely available,
even for BSD code that statement is probably true, because
users have to comply with the BSD license, which says that
you have to mention the authors in the code and documentation.

if GPL code was freely available, then M$ could add it to
their own code.

If you look into Ulrich Drepper e-mail drepper gnu ai mit edu
you will notice the gnu, so it would be strange if they didn't
support their own GNU Public License... ;-)
