right sizing GtkLayout

Hi!
i'm building a screen that will hopefully work similarly to the
"Customize Group" screens in xemacs. It seems like the GtkLayout
widget is a good choice for the container. However, when i place
a widget tree on the layout, the layout doesn't default to the
correct size. When i shrink the GtkWindow, the scroll bars appear
too late, after some of the widgets are already partially hidden.
Is there a trick akin to the gtk_widget_show_all needed by
GtkOptionMenu? Do i misunderstand the capabilities of the
GtkLayout? Does it expand & shrink automatically?
i'm using gtk 1.3.x CVS as of Sep 20.
