   Can anyone tell me what functions are used to create the new password 
   dialog box used for the panel and helix-update in the latest helixcode 
   release? (the one that asks you to put in the root password if you 
   aren't root).

Hi
Well there are some utility functions for some general dialogs defined in the
gnome-dialog-util.h. Some like:-

gnome_request_string_dialog
gnome_request_string_dialog_parented
gnome_request_password_dialog
gnome_request_password_dialog_parented
gnome_request_dialog

Just take a look :)
