unpredictability of key_press_event and key_release_event

Hi,
Is there any rhyme or reason to when key_press_events and
key_release_events come in? Sometimes when a key is pressed, the
key_press_event comes in, other times it's a key_release_event. Very often
when pressing a key, releasing it won't generate a key_release_event.
What on earth could be causing this?
