I'm experiencing something similar: every time I run gthumb (2.14.2),
doesn't remember to have already created the thumbnails, and it creates
them again. And even after ending the thumbnail creation, it keeps
consuming 100% cpu.
Changing to another folder and going back to the preceeding directory,
gthumb doesn't find the thumbnails and creates them again.
Anyone, the cpu time consuming issue ends only when I close gthumb.

I started gThumb at a directory of 600 JPG images about 6Mb each (total size 3.3Gb).
After 2-1/4 hour of constant disk activity and over 70% CPU, it was still going strong and
had consumed about 1.5Gb of ram and was growing. Only about 1/2 of the thumbnails were
displayed. I gave up and shut it down.
My machine has a 3GHz Phenom II X4, 8Gb RAM, 74GB Raptor system drive, 640Gb data drive
and a 2Gb SSD. The thumbnails for all 600 images are cached in the SSD.
gqview the predecessor of gThumb displayed all the thumbnails in less than 10 seconds.
I put together a 320 line test program using GTK+ functions to read and display
thumbnails. It took about 5 seconds to display all 600 thumbnails.
It seems to me that there is something seriously amiss.
