I would guess that the same issue exists for upnp.
I also agree on making the signal part of the core: some paths might
require
special credentials to access its data. And also I perceive that
behavior
would be used in many other protocols, as Guillaume mentions.
FWIW, I think the same. My vote would be to put this signal in core.
