Vertical scrolling with mouse wheel

Hello list, Is there a way to change/select the behavior of vertical scrolling via the mouse wheel such that each mouse wheel turn increment (or whatever that is properly called) results in spreadsheet scrolling up/down one row per increment?

Perhaps a preference or start-up switch. Or maybe a compile option?
