Alternatively, can tabs for some sheets be hidden in a way
that persists when the workbook is closed and reopened?


You can persistently hide any sheets in the worbook.
Right click on any sheet tab, select "Manage sheets...", toggle "Viz"
field for sheet to change it's visibility.
