If you get #NAME? then the function is likely unknown.
Check Tools->Plugins and see if the time series plugin
is active.

I get #VALUE!  A quick look suggests that you should not
mix years (integers like 1991) with dates like on the data
sheet..  Change 1991 to a date in 1991.  That will obviously
also force you to think about whether you want the interpolation
for the beginning/middle/end on the year.  Or something else.
