curly quotation mark inside goffice chinese translation

I found that there are “ quotation marks (U+201C) inside various
goffice chinese translation files, eg.
zh_CN.po:msgstr "无法打开模块文件“%s”。"
zh_HK.po:msgstr "無法開啟模組檔案“%s”。"
zh_TW.po:msgstr "無法開啟模組檔案“%s”。"
Will that be a bug?
