I think that when the plugin is deleted Gnumeric is
not subject to EAR.

Aha, I found linked from there:

which suggests TSU - §740.13(e) covers Gnumeric, and the only
requirement on us beyond the usual US stuff about not having any
contract with Cuba, Iran, North Korea etc. would be
"- Notification of the Internet location, or else a copy of the source
code, by time of initial export"
So a US citizen should perhaps notify these nice government bureaucrats
about http://gnumeric.org/ or whatever the right URL is to if no-one did
so previously.
