menu reorganisation

Hi,

long time ago I proposed a reorganization of Gnumeric's menus addressing
some of the requests made in bugzilla. A record of some of that initial
discussion can be found at:

Now that no immediate major release is pending, it may be a good time to
discuss that again. I would like to porpose that we change the menu
structure to the following:
