"merged region" problem with XLS input

I recently downloaded an Excel file containing US gasoline prices 
from

http://www.eia.doe.gov/oil_gas/petroleum/data_publications/wrgp/mogas_home_page.html

namely pswrgvwnus.xls.  When I try to open the file in gnumeric 
1.6.2, I'm getting "There is already a merged region that intersects 
File Information!A5:E5", and when I close the error dialog I get an 
empty worksheet.

The file may be malformed, but OO.org opens it OK.
