Lock Worksheet/Split and Lock Split

Hello,

I have two questions about functionality, whether it exists, and how
to do it if it does.

1.  How can I lock a worksheet so that no changes can be made to it?

2. How can I split and then lock a worksheet so that certain cells
remain in place while the others scroll?
