so I downloaded "LATEST-IS-1.0.13.tar.gz" and "LATEST-IS-1.0.13.tar".

That's the old stable release; the current one is 1.2.0 .

I unzipped them but I'm not a programer and I don't have a clue how to
install it.

On Windows 98, forget it for now. Gnumeric builds upon an infrastructure
that's currently not available under Windows (unless you're willing to spend
lots of time on Cygwin and its XFree86 port, and even then I'm not sure
it'll work).

Porting gnumeric to win32 is seen as a priority for the new development
cycle, so things may well look better in a year or so.

For now, you may want to have a look at a run-from-CD Linux distribution
like Knoppix (http://www.knopper.net/knoppix/index-en-old.html) as an easier
way to get to know the world of free software.
