This seems to be a bug in the build process, or at least an
infelicity, in that it assumes your system is capable of handling
German.  I'd like to see a configure option to build the docs in
English only (the --disable-nls flag doesn't seem to do this).  When I
hit the problem you mention I went in and edited the Makefile in the
"doc" subdir.  Look for the line that says which languages to build; I
deleted all but "C" (there's also de, fr, etc.).  Then when I resumed
the "make" at the top level evrything went fine.
