All development is now based on gnome2 which includes glib2.  That
routine appears to be a simple wrapper around iconv.  It could
potentially be back ported, but I am not going to have time.
If anyone is interested please contact the list or me.

gnumeric-1.2 will be utf8 based internally so the problem no longer
exists.
