I was having the same problem and solved it by arranging my X fonts:
Check if in print preview is the euro symbol. If yes you can discard
safely any gnumeric or locale problems.

Just say that if you have instaled the gsfonts-x11 package,the
generated fonts.dir fonts.scale and fonts.alias are encoded to iso88591

run this if you want X recode ont the fly to iso885915:

cp /usr/X11R6/lib/X11/fonts/Type1/fonts.dir
/usr/X11R6/lib/X11/fonts/Type1/fonts.dir.back&&\
sed s/8859-1/8859-15/g /usr/X11R6/lib/X11/fonts/Type1/fonts.dir.back> \
/usr/X11R6/lib/X11/fonts/Type1/fonts.dir

(maybe the same for fonts.encoding and fonts.scale)
