Yes, and no.
Gnumeric has the ability to display/print them correctly. 
However, we have not updated the ui to support entering them.  This
would be an interesting project for someone who would like to do
some Gtk work.

For now there are two ways of entering embedded newlines.
1) Manually edit the xml file
2) Enter using MS excel(tm)
