You should start with building Gnote from source code (best git master),
if you haven't done this yet. Then dive to code, our codebase is not
big, so it's shouldn't be very hard. Feel free to ask, if you have any
issues understanding the design (either here on in IRC).

Either is fine. If you want something not too hard for a start, you can

If you have your own ideas, you can develop an add-in for Gnote. You can
also have a look at existing Tomboy add-in and port any of them to
Gnote.
