You're not supposed to bring it up on the Cisco side, it is brought up
by the company that provides you the E1 link.

As I read your dial-peer it does the opposite of what you want: you dial
212xxxx and it converts it to 0212xxxx before sending it to port 3/0.
Now I need to know one thing: you never mentioned any PBX. Now you're
saying that a PBX is connected to the gateway. If it is so, you need to
make sure that the E1 card you have emulates a network for the PBX. The
config I was talking about (where the Cisco gateway is connected to the
PSTN) has to have an E1 card that emulates a terminal side, the network
being the PSTN (in this config you can't connect a PBX to the gateway).

As I said, the dial-peer voip only deals with incoming calls (from your
PBX if I get it correctly). If you dial 1000 from your PBX (and if your
PBX knows it should send these digits to the port connected to the Cisco
gateway) then the call will go through the Cisco gateway to GnomeMeeting
(if it is running on 195.174.69.40 as configured).

But again, nothing will work while the E1 controller is down. You need
to make sure the PBX and the Cisco gateway are connected properly and
that the link is up from a telephony point of view.
