i think it is a good idea
but it will be nice to allow to that users to see the others ?
i dont know if it is possible.( not tested)
the other solution to pass in grey looks a good idea too
or suppress the callto link ?
only if it is easy  ....

dans ce cas est il possible a ces utilisateurs de voir les autres ? 
je n ai pas testé ...  
l'idee de passer en gris me semble tres bonne aussi ou ne pas afficher
le lien callto_h323 pour cet utilisateur
tout cela bien sur si cela n'est pas trop difficile
