45 kb/s is about 5 Kb/s  you need to cut back video

your sound is not going via arts  but gnomemeeting is sending the sound to 
your sound card.

the MS-GSM codec enables GM and NM to use the same codec that has a fairly low 
bandwidth requirement to communicate. otherwise the next available codec uses 
lots of bandwidth. IIRC
