No it is not implemented and I even though it is not foreseen by the
H.323 protocol (but I could be wrong).

People with 56k should anyway disable video reception and video
transmission. Any client that doesn't do that is misconfigured.

With cable/dsl/T1, your upload (which is their download) is generally
not a prbolem.
