This is clearly a driver problem.
The driver is incomplete, the only solution is to fix the driver.
Look at http://alpha.dyndns.org/ov511 for details and follow the instructions.
This is NOT a permissions issue, trust me. 
I think the driver is missing something when it's loaded in the kernel and the 
camera resources are not being handled at all.
Check you /var/log/messages and look for ov511 and read the FAQ in the link 
above.
