Actually, H.323 provides the ability for an endpoint to provide all of
the information needed to identify an incoming call.

The SETUP packet contains several fields that may identify the call
originator. The sourceAddress field can contain several alias addresses
that usually provide the source E164 address and/or any aliases that the
originator wants to be known by. The Q.931 data can also contain a
DisplayName that is usually the source E164 number as well. Finally,
the optional sourceCallSignalAddress field should provide the port and
address that can be used to make a call back to the originator.
