Oops - it appears I made a mistake. 

There is a member variable in the H323EndPoint called
signallingChannelCallTimeout that controls the timeout used when making
a connection to remote endpoint.

The value of this timeout can be retreived using the GetSignallingChannelCallTimeout 
function, but there is no corresponding Set function. The default
timeout is 60 seconds, but this can be set to an infinite value by
setting the timeout to PMaxTimeInterval.

My apologies for the confusion, and thanks to Damien for pointing this
out.
