merging keyboard & keyboard shortcuts

Hi,
I've uploaded a preliminary patch [1] to move keyboard shortcuts to a
tab in the keyboard capplet.
After a brief perusal I've found some previous discussion that took
place last cycle [2] where this issue was mentioned. However, this
time there's some code :)
My opinion is that it doesn't make much sense and is inconsistent for
the keyboard capplet to have 5 tabs of preferences, and then a
completely separate capplet for keyboard shortcuts. There also seems
to have been a trend over the previous cycle for consolidation of
capplets, e.g. keyboard & mouse a11y options being merged into the
main keyboard & mouse capplets.
Regarding previous discussion of a hypothetical future mouse shortcut
capplet, my gut insticnt is that users would look in
Preferences->Mouse, not Preferences->Shortcuts. Well that's certainly
where I would look anyway :)
Additionally, consolidating capplets is the 4th most popular idea on
Ubuntu brainstorm [3]. Although of course that's not necessarily a
good indicator of what's the best software engineering decision. :)
