After the good work done on the appearance applet, keyboard is next on
the list. At least, there is one thing that needs to be done for 2.20,
which is to merge shortcuts into the keyboard applet.

Mmm,  I don't like the buttons-to-avoid second level tabs, acutally, they all behave like tabs.

I think that we have too much models for categorization, Tabs/Buttons/Expanders. Specially the buttons one is a bad idea.


* create a i18n capplet and move layouts to there

This sounds fine to me. However, I would split the General/Features thing into two tabs once it's there.

* have the current shortcuts capplet as a new tab

This too.

The other thing is the a11y part, which is big enough to be put on a
tab, so what to do here? Should we have a separate dialog for the
Features part?
 
What about moving this to the accessibility applet? Makes sense?

Any other ideas?
