only wanted to explain the idea I had, not a thing I actually want to

manage schemes as well as themes ((un)install themes deals with /usr)
that solves the problem of sharing locally and world wide (again, as
well as themes).
Due to the fact that the directory you
propose lies outside the currently defined boundaries of themes
(ie. /usr/share/themes/) this setup won't work with the currently
existing theme distribution format, either (e.g. it won't work with
the theme installer).
Sometimes to implement a new feature in a project, programmers have to
re-think some part of it in order to do a good job, in general.
Anyway, I'm not convinced that decoupling the colour scheme from
the theme is a good idea. I'd actually question whether sharing colour
schemes and (un)installing them separately is a scenario that's useful
to users beyond a core group of "theming nerds".
I am not a theming nerd... so, ask to Andrea Cimitan for this question
(he is convinced).
