I assume that is because of historic reasons (RHEL3). As we have RHEL5
now, the official URL should not cause a download. Please do test first
though.

See /etc/xml/catalog.

WARNING: Do NOT use things like
http://docbook.sourceforge.net/release/xsl/1.64.1/html/docbook.xsl

Do use the version independent URL, e.g.:
http://docbook.sourceforge.net/release/xsl/current (/html/docbook.xsl)

This will use 1.69.1-5.1 (as that is on the server).
