Having (almost) the same GNOME bar in all the GNOME sites, placed in the
same position across all pages can't be bad. For instance, art.gnome.org
would benefit from a header like GUADEC's, adapted to its own look&feel
and navigation but having the same GNOME bar on the top.
If a tab like Contact generates conflict with subsites maybe the
conclusion is that "Contact" should not have a tab in the GNOME bar, but
be dealt on a subsite level.
