*.gnome.org common header

Please have a look at the new GUADEC theme: http://beta.guadec.org

It's using the Tango palette and icons, and the layout is being agreed
between the designers contributing to GUADEC, including Andreas (we hope
you can keep an eye to the changes in this website in the following
days, until we finish the beta phase).

The header tries to accomplish what we have been discussing here and at
http://live.gnome.org/GnomeWeb#head-403a5960583660b5fb304c91f9dd013c21c970bf

There is still a missing GNOME logo pointing to http://gnome.org in the
top grey navigation bar - http://bugzilla.gnome.org/show_bug.cgi?id=334632

The GUADEC site could incorporate the new header to be shared by all the
GNOME subsites, at least in terms of structure:

	- same top grey GNOME bar
	- subsite logo on the left
	- subsite icon on the right
	- subsite navigation bar on the right with own color palette
	- ...?

About the tabs in the GNOME nav bar, we will adapt them to the new
subsites as soon as they get upgraded/created/revamped. Change the tabs
is very easy since it's managed from the Drupal web interface.

However, at the end of the revamp all this subsite headers should
incorporate some includes in order to make sure we have always the same
GNOME header across all the subsites.

Thoughts, comments...?
