Cute maybe but....
Usability wise it is a bad idea.
The user would first of all have to figure out that it was a link to other
sites. Then the user would have to figure out that the language was the key
to where the link took you.
The other thing is that if the site is being browsed by a text only user
they won't be able to use the animating gif. Thus it becomes useless as
navigation.
Also it wastes time because you have to wait for your language to rotate
round the sequence and if you miss it you have to wait again. This could be
frustrating for the user. Plus there is a risk that the user could end up on
the wrong site by clicking just as the gif was changing frame.
