README.SSL says:

----------------------------------

I've implemented an SSL abstraction layer in libgnomevfs/gnome-vfs-ssl.c.
This currently uses OpenSSL but I'm planning to allow it to use NSS
through a configure-time option. To turn it on pass
--with-openssl-libs=/path/to/libs to configure or autogen.sh. However,

THERE ARE LICENSE ISSUES

There currently exists no SSL implementation thats compatible with the LGPL.
They all place extra restrictions on distribution. So for the time being I
recommend that no distributions distribute a gnome-vfs thats been built
with SSL support.
----------------------------------

However, since late in the 2.2.0 cycle someone submitted a GnuTLS backend
for this. Its currently checked in, but disabled. It needs integration in
configure.in and testing, but looks like a good solution to license
issues. (GnuTLS is LGPL.)
