It's the same for any club/society in the UK. You basically operate as
an unincorporated association.
You need the paperwork, yeah, and some officers - usually, three. More
than two is good, though.
I wouldn't be thinking to go down the charity route. More paperwork and
legal stuff awaits, and there wouldn't necessarily be a huge amount of
benefit. I'm not even sure if charitable status would be available.
We've done this for AFFS; as I understand it, Debian-UK is basically the
same setup.
