I think there is something of a necessity for the membership to be a
known quantity, though. The membership of the org. are effectively able
to control how the money gets spent.
If membership of the org. was a pre-requisite to participation, I would
agree with you: but in this context, they're not - they're a final
stop-gap.
Unless someone can give an example of how you would need to be a member
to contribute [in any way], I don't think this is a problem. This is
more about assuring those people putting finance into GUADEC that their
money is in safe hands.
