It could be that you are not matching correctly against the scrollbar. It may be that GIMP subclassed the scrollbars. About the border of the entries. The same thing happens on your spinbuttons. The background of entries is filled with base[NORMAL] so to achieve what you are trying to do here, you need to use an image that has the grey fill when drawing the entries shadow.
