It is more about the data model of the application. For example in a
spreadsheet you manipulate workbook, sheet and cells. In a word
processor you manipulate pages, paragraph, lines and word (in that it is
more fuzzy, but that's what it is).

This does not prevent from using a11y infrastructure for pure UI, but
that's more the second chance.

That's at least the original intent of the proposal.
