It does, as gnome-shell implements the notification server in GNOME.
What you are seeing is intentional though, to limit distractions while
in fullscreen, only urgent notifications are shown:

Other notifications are queued until you leave fullscreen (or
dismissed if the application closes the notification explicitly).
