Notification is hidden at full screen

I don't know if this suggestion really relate to gnome-shell, but as a suggestion,
I think notification should be shown even if there is a full screen application is running, If someone guides me to where to look to solve this, I might try to code it myself :D, because I really miss a lot of notifications that way.
