Yes, it is a GTK+-3 feature. Applications can request a dark theme
variant, and if the active theme provides such a variant, it will be
used. So window decorations aside, gnome-shell is not actually
involved here - Ubuntu's default theme probably just does not provide
a dark theme variant.
