Are you looking for somebody that would implement this, or are you planning
to code it and need some help to get startet?

Please do not say acronyms like "M$" on this list. It's unacceptable.I'm unsure of the utility of using shell extensions as an application UI technology. What here requires a shell extension, and why is it better than simply letting the application handle things?

I get the feeling this should be going to LibreOffice list instead and
not Gnome
That said, I believe it would be far better to give LibO a UI that is
intrinsic rather than referencing M$ anomalies. The ribbon interface is
a failure IMHO. If its a great idea, then M$ has published a cheap
implementation instead. I will wholeheartedly vote in favour of status
quo than to see an M$-UI clone in LibO.
So, if you are hungry for change, design something new and more
functional and you'll have my support. As per Icon theme, I am
currently using LibO-4.0.3 with Faenza, so no special coding is
required.
Finally, please send this to LibreOffice mailing list
