It isn't?

And what is "out of the box"?   Distributions are free to package,
customize, include/exclude certain extensions...   openSUSE for example
includes several extensions by default, chooses a theme by default,
etc...

If you don't like the out-of-the-box it seems more of a distribution
issue than a core GNOME3 issue.  Obviously a straight build of GNOME3
should be awesome, but distributions have different focuses and targets,
so the flavor will naturally vary.
