There is an experimental X server branch somewhere to support changing
brightness control on external monitors (for the monitors that suppor
it).  It hasn't landed yet, but at some point in the future the
feature will available for GNOME to take advantage of.

This topic actually came up earlier today in a discussion on
#fedora-devel.  It's certainly confusing to have an applet with
Brightness in the name that doesn't let you change Brightness. Someone
filed a bug about that following the discussion.  It can be found
